Benar info tersebut!!!, karena limbah kertas eks import lebih murah dan tidak ribet dalam proses pembeliannya.
Pabrik kertas tidak leluasa menentukan siapa-siapa yang boleh men-supply kertas bekas, seringkali ada campur tangan dari Muspida yang menggunakan tangan-tangan Preman, selalu dengan dalih agar keberadaan suatu industri membawa manfaat bagi "Penduduk"/masyarakat sekitar. Hargapun seringkali ditentukan oleh para Preman tersebut.
Ekonomi biaya tinggi semacam sudah berlangsung lama sekali tanpa ada usaha yang berhasil menghentikannya. Namun selalu Pengusaha yang dituding sebagai penyebabnya.
Saya pernah mengalami sendiri ketika memimpin sebuah pabrik di kawasan Tangerang, juga setelahnya ketika mencoba menjadi supplier kertas bekas ke sebuah Pabrik kertas di Jl. Daan Mogot, di perbatasan Tangerang-Jakarta.
Jadi persoalannya ketika kita mau menerapkan konsep-konsep recycling, ternyata hambatannya selalu disitu-situ saja!: "Premanisme" yang sudah berakar dalam. Kalau mau masuk kesana, ya kita mesti jadi preman juga. Yang kelihatan dipermukaan bahwa Pemulung adalah wiraswastawan kelas gurem, nyatanya bukan semacam itu, mereka cuma buruh bagi Boss Preman yang memodali dan menampung hasil kerjanya. Jangan harap Pemulung itu mau menjual hasilnya pada kita, dan jika kita mau merekrut barisan Pemulung sendiri, maka dalam jangka waktu kurang dari seminggu, akan datang intimidasi baik halus maupun terang-terangan.

Hampir sebagian perusahaan kertas di indoneis menambahkan sampah kertas di bahan bakunya apalagi setelah moratorium, sebagian sammpah kertas tersebut lucunya import, berkontainer2 sampah kertas import setiap hari sampai dipelabuhan Indoneisa u/memenuhi bahan baku kayu yg terbatas, koran kuning pos kota nyaris full recycle, kenapa import karena banyak dr kita masih membuang dan membakar sampah kertas kita. BPPK dibandung sudah dapat menghasilkan pulp 100%dr kemasan kertas, dan ada 1-2 pabrik sudah full recycle dr sampah kertas maupun kemasan kertas... Yg perlu kita tanyakan apakah kl kertas tsb berasal dr kayu apakah hutannya dikelola secara tebang pilih dan susainable? Dr hutan alam atau HTI?
