A tougher European Union goal for cutting greenhouse gas emissions could create jobs and boost economic growth by 2020, rather than slow it down as many EU governments fear, a study said on Monday.A shift to emissions cuts of 30 percent below 1990 levels by 2020, from the EU's existing 20 percent target, would help spur innovation and investment in a low-carbon economy after the financial crisis, it said.[read]

Major greenhouse gas emitters should set voluntary curbs on emissions for the time being since a U.N. climate treaty looks out of reach in 2011, the U.S. climate envoy said on Monday.
Todd Stern said Washington did not expect a legally binding deal at U.N. climate talks in South Africa late this year. Many countries have lowered ambitions after a summit of world leaders failed to agree a treaty at a 2009 summit in Copenhagen.[read]

A changing climate means allergy-causing ragweed pollen has a longer season that extends further north than it did just 16 years ago, U.S. scientists reported on Monday.
In research that gibes with projections by the U.N. Intergovernmental Panel on Climate Change, plant and allergy experts found that ragweed pollen season lasted as much as 27 days longer in 2009 than it did in 1995. The further north in the Western Hemisphere, the more dramatic the change in the length of pollen season.[read]
