Background
Eastern Indonesia faces many complex development challenges. The issues
of alignment and harmonization are particularly important given the
region's immense cultural diversity, its remoteness and the fact that
the population is spread over a very large geographical area, making it
difficult for development stakeholders, particularly donors to establish
a significant presence and maintain the necessary contacts that would
allow harmonization of programs and take local conditions into account.
There are many valuable lessons to be learned from local governments,
civil society, and donors working together in eastern Indonesia to
increase development effectiveness. Facilitating exchange of smart
practices, experience, and lessons learned among development
stakeholders can support development actors to work more effectively.
The Eastern Indonesia Knowledge Exchange (BaKTI) encourages
knowledge-based sustainable development through the exchange of
experience, smart practices, information, documents and data in eastern
Indonesia.
BaKTI's knowledge exchange platforms include a monthly, bilingual
newsletter (BaKTINews), online knowledge exchange, SMS broadcast system,
website, contact databases, publications, and regular discussions and
dialogues on development issues in the region.
BaKTI's goal is 'improved development in eastern Indonesia', and it aims
to support development actors to achieve this broad goal through a focus
on four specific objectives:
• Supporting development actors to collaborate and harmonize development
initiatives
• Encouraging development actors to learn from one another and share
knowledge to improve the quality of development program
• Providing media and building mechanisms so development actors are able
to deliver and provide input to the development agenda
BaKTI is seeking a Web System / IT Officer with the following tasks and
duties:
1. To be responsible for the maintenance of the hardware and system
required for the knowledge portal (Batukar.info) and public and staff
internet access, by ensuring that both are updated and can be accessed
using the relevant technology when needed. This includes:
• Ensuring BaKTI websites (bakti.org / batukar.info) and mailing lists
are accessible to external stakeholders.
• Produce BaKTINews on CD and other multimedia products related to BaKTI
events as required
• Maintain, promote and manage BaKTI database (library catalog, contact
database, query logging, project database) and internal knowledge
management systems (open source software).
2. To ensure that the facilities such as internet, email, calendar and
others which support productivity can be used appropriately by BaKTI
staff and that staff are trained appropriately.
3. To be responsible for managing and maintaining all information and
communication technology of BaKTI, including data security and related
equipment procurement.
4. To provide IT equipment maintenance and basic troubleshooting for
staff computers and public data access terminals.
5. To ensure the BaKTI SMS broadcast system is integrated with existing
systems and is accessible by BaKTI stakeholders.
6. To coordinate and work together with the Web Content Officer to
ensure knowledge dissemination is regular and up-to-date
7. Other duties as can be reasonably requested by Communications Manager.
Deliverables
These include:
1. Equipment/system maintenance and troubleshooting log (updated weekly)
2. Inventory of BaKTI technological equipment (updated biannually)
3. Reporting against website-related monitoring and evaluation
indicators (as required by Monev Officer)
4. New staff induction sessions for equipment and system usage
5. BaKTINews on CD (per annum)
6. Other multimedia products as requested by unit managers (on demand)
7. BaKTI websites (bakti.org/ batukar.info) are always accessible and
updated (daily)
8. Internal knowledge management system accessible and managed properly
(daily)
9. Information and technology infrastructure of BaKTI functions well
(daily)
10. SMS broadcast system functions well (weekly)
Requirements
S1 qualification in Computer Science (Ilmu Komputer) and 2-3 years of
experience managing IT systems.
Location, Duration and Reporting
The position is based in Makassar, Indonesia. The assignment will be
until 31 December 2013. The opportunity for extension depends on
performance. The IT Officer will be managed and supervised by the
Communications Unit Manager.

• mobilize, organize and create new regional development-related content
from local and international sources for local and for international
users interested in development topic, thus facilitating various
partnerships through the Web portal.
• contain data and information which help the users better understand
Eastern Indonesia in the context of development. It aims to help them
find information and communities of practice with which to collaborate,
and resources and tools to help with their activities. .
• act as a catalyst to facilitate the exchange of information on
development projects, opportunities, or best practices in a variety of
areas relevant to development of Eastern Indonesia.
• provide media for supporting communications initiatives being run by
Civil Society, Government, and other stakeholder to share concerns and
ideas.
To better communicate with these audiences and meet BaKTI's overall
objectives, we are currently looking for a dynamic web manager/editor
Duties and Responsibilities:
• Managing all aspects of BaKTI website (www.bakti.org ) and online
knowledge exchange (www.batukar.info) content, which requires
conceptualizing and detailed planning of new content.
• Researching and identifying content areas in need of further development.
• Establishing a journalistic style for websites, void of jargon and
highly technical language.
• Coordinating closely with the BaKTI team on selecting relevant content
from programs and tailoring it for the website and portal.
• Managing the schedules, writing, and editing functions of the website
and portal.
• Creating a strategy and off-line activities focused on improving
online community knowledge exchange
• Coordinating with IT Officer on software and system requirements of
the websites
• Working with content resources around the region and in any kind of
thematic development-related areas, planning and writing new content for
these areas;
• Planning and coordinating other internet efforts as needed that
improve relations and positioning of BaKTI.
• Helping set overall guidelines and standards for website and portal
and for contributors in terms of writing - tone, style, voice, use of
language, "web" writing, etc.
• Regularly tracking and analyzing web traffic to inform the web
strategy and future directions and coordinating with Monitoring and
Evaluation Officer to ensure evaluation needs are met.
• Creating a social media strategy and contributing to updating BaKTI's
social media platforms and mailing lists
• Providing content for BaKTI's SMS broadcast system
• Other duties as required by Communications Unit Manager relevant to
the position
Deliverables
• Daily updates for BaKTI website (www.bakti.org ) and online knowledge
exchange (www.batukar.info) content (weekly log)
• Troubleshooting and query response for Batukar users (weekly log)
• 5 main stories per month based on content provided from BaKTI core and
external programs (including event coverage, program achievements, new
resource reviews) to be used for online and print platforms
• Establishing relationships with 3 online communities (link exchange,
joint events, information exchange)
• Daily updates to BaKTI social media platforms and mailing lists
• Reporting against BaKTI's monitoring and evaluation indicators for web
related products
• Regular SMS broadcasts
Preferred Requirements:
• Strong knowledge of web development and/or experience producing for
the web (extensive working knowledge of Content Management Systems and
basic knowledge of web authoring).
• Proven writing and editing skills in English and Indonesian.
• Experience in writing and editing for the web.
• Basic skills in Adobe Photoshop or other image manipulation software.
• Strong interest in and some understanding of eastern Indonesian
development issues, context and dynamics.
• Ability to work capably under stress and to manage multiple tasks
within tight deadlines.
• Strong diplomatic, interpersonal and teamwork skills; demonstrated
client orientation; sensitive to working in a multicultural environment.
• Experience involved in live website development
Location, Duration and Reporting

Senin, 31 Januari 2011 | 13:05 WIBTEMPO Interaktif, Jakarta - Hanya karena pajak reklame dinaikkan, enam dari tujuh fraksi di DPRD Kota Surabaya memberhentikan Wali Kota Surabaya Tri Rismaharini dari jabatannya. Enam dari fraksi yang menyetujui itu termasuk Fraksi PDIP yang sebelumnya mengusung Tri Risma menjadi walikota.
"Kami dapat menerima dan menyetujui. Dengan perasaan seiklas-iklasnya untuk berhentikan Tri Rismaharini dari jabatanya," kata Syaifuddin Zuhri, juru bicara Fraksi PDI-P dalam siding angket tentang Peraturan Wali Kota Surabaya Nomor 57 tentang yang menaikkan pajak reklame, di Gedung DPRD Surabaya, Senin (31/1).
Dalam sidang ini, anggota dewan menilai, Wali Kota telah melanggar Undang-undang karena mengeluarkan Peraturan Wali Kota Surabaya Nomor 56 tahun 2010 tentang Perhitungan nilai sewa reklame dan Perwali Nomor 57 tentang perhitungan nilai sewa reklame terbatas di kawasan khusus kota Surabaya.
Setali tiga uang, Fraksi PKB juga menginginkan Tri Risma Maharini lengser. "Kami bisa menyetujui rekomendasi dari panitia angket untuk menurunkan Wali Kota dari jabatanya," kata jurubicara Fraksi PKB Musrifah.

Sikap PDIP ini juga diikuti Fraksi PDS, PKB Fraksi Amanat Persatuan, Fraksi Demokrat dan Fraksi Golkar. "Fraksi Golkar menyetujui pemberhentian Tri Rismaharini sebagai Wali Kota," kata Blegur Prijangkono.Menurut juru bicara Fraksi PDS, Imanuel Lumoindang, Perwali Nomor 57 itu disusun sendirian oleh Risma dan tanpa melibatkan dinas lainnya. Akibatnya, pajak iklan di Surabaya lebih tinggi dengan pajak iklan di Jakarta.
Hanya Fraksi PKS yang menolak pemberhentian Tri Rismaharini. "Kami menilai terlalu jauh. Dan belum cukup data dan bukti untuk berhentikan Wali Kota," kata juru bicara Fraksi PKS Tri Setijo Purwito.

PKS beralasan, kesalahan Wali Kota hanya masalah teknis dan DPRD bisa menilainya melalui LKPJ, sehingga tidak memerlukan hak angket. "Ini menyangkut norma dan etika saja. Yang karenanya tidak bisa diberikan sanksi, undang-undang harus konstektual tidak asal menafsirkan," kata Tri Setijo.
Upaya pelengseren Tri Risma Harini tak lepas dari buntut pemilihan Wali Kota Surabaya tahun lalu. Dengan diusung PDIP, tahun lalu Tri Risma Harini berpasangan dengan Bambang DH berhasil menjadi Wali Kota dan Wakil Wali Kota Surabaya dan menyingkirkan pasangan Arif Afandi – Aldies Kadir yang diusung koalisi parpol, antara lainnya Partai Demokrat dan Golkar.
Hingga empat bulan menjabat, kepimpimpinan Tri Risma Harini terus digoyang DPRD, termasuk menentang kebijakan Tri Risma Mharini yang menolak rencana pemerintah pusat untuk membangun jalan tol tengah di Surabaya.
Jalan tol tengah ini ditolak, karena menurut Risma, dianggap tidak menyelesaikan kemacetan Kota Surabaya. Tentang Perwali nomor 57 yang diterbitkannya itu, Risma beralasan, pajak di kawasan khusus perlu dinaikkan agar pengusaha tidak seenaknya memasang iklan di jalan umum, dan agar kota tak menjadi belantara iklan. Dengan pajak yang tinggi itu, pemerintah berharap, pengusaha iklan beralih memasang iklan di media massa, ketimbang memasang baliho di jalan-jalan kota.
