PT KAI Beri Layanan KRL Commuter Line Sesuai Tarif

Jakarta - Awalnya, PT KAI menetapkan tarif untuk commuter line sebesar Rp 9.000. Tarif ini lebih mahal karena commuter line tidak mendapat subsidi dari pemerintah.

Belakangan, tarif ini diturunkan, karena banyaknya desakan publik. Padahal, menurut Corporate Secretary PT KCJ Makmur Syaheran penerapan tarif tersebut telah sesuai dengan peraturan menteri perhubungan.

"Soal tarif yang Rp 9.000 itu berdasarkan peraturan menteri lho, terus kita diminta turun jadi Rp 7.000 itu kan sama saja kita melanggar peraturan menteri kan," ujar Makmur, usai jumpa pers terkait uji coba tahap II Commuter Line, di Stasiun Juanda, Jl Juanda, Jakarta Pusat, Kamis (30/6/2011).

Makmur menambahkan, dengan tarif tersebut, mau tidak mau PT KAI akan memberikan pelayanan yang sesuai tarif. "Bagaimana untuk mendeliverd service. Kalau tarif Rp 9.000 kita akan kasih service Rp 9.000, begitu juga kalau tarif Rp 7.000 kita kasih service yang Rp 7.000," tambahnya.

Lebih lanjut Makmur mengatakan, karena Commuter Line ini tidak mendapatkan subsidi, pengelola sebenarnya mempunyai hak untuk menentukan tarif. Bukan atas desakan sekelompok pihak, walaupun memang PT KAI tidak bisa mempunyai kewajiban mendengarkan berbagai aspirasi.

"Commuter Line ini tidak ada subsidi sebenarnya, hak menetukan tarif itu ada di kami bukan di sekelompok orang. Jangan sampai keputusan-keputusan strategis ini hanya dipengaruhi sekelompok orang," kata Makmur.

Penerapan tarif Rp 7.000 ini lanjut dia, berpotensi menimbulkan ketidakseimbangan antara pendapatan dan pembiayaan operasional KRL. Kalau tidak seimbang, tentunya harapan untuk mendapatkan pelayanan yang maksimal agaknya sedikit sulit tercapai.

"Kalau nggak seimbang (pendapatan dan pembiayaan), yang mereka tuntut service sebaik-baiknya, apa dengan harga semurah-murahnya itu bisa terjadi," tandasnya.

Di tempat yang sama, Kepala Humas Daops I Jabodetabek, Mateta Rizalulhaq, menambahkan protes terhadap penerapan tarif ini tentunya pasti ada. Menurutnya, perubahan tarif ini adalah bentuk mendengarkan aspirasi

"Protes itu tentu tidak akan berhenti. Kalau kita tentunya tetap melakukan upaya peningkatan meskipun mungkin belum bisa terlayani semua," kata Mateta.

"Intinya kita tetap mendengar aspirasilah," tandas Mateta.

Beberapa waktu lalu, Mateta juga sempat mengungkap bahwa perubahan tarif ini hanyalah diskon. Rencananya evaluasi akan dilakukan pada enam bulan ke depan terhitung mulai resminya diberlakukan sistem ini.

"Bukan penurunan tapi diskon, dari ujicoba tanggal 18 Juni lalu, hasilnya kita bukan cuma mengevaluasi pola operasinya tapi juga tarifnya. Ini nanti enam bulan dievaluasi, nanti akan disesuaikan," ujar Kepala Humas Daops I KAI, Mateta Rizalulhaq, yang ditemui disela-sela diskusi interaktif 'Kereta Api untuk Rakyat' di Hotel Millenium, Tanah Abang, Jakarta Pusat, Senin (27/6/2011).

Apakah setelah 6 bulan nanti tarif akan kembali naik, Mateta belum bisa memastikannya. Yang jelas, jika ada kenaikan tentunya harus ikuti pula perimbangan pada tingkat pelayanan.

"Kan masyarakat kita ingin perimbangan, dengan tarif seperti itu tingkat pelayanannya seperti apa. Jadi kita lihat pola operasinya seefektif apa, apakah sesusia dengan harapan kita bersama," jelas Mateta.

The government has decided to impose an electronic road pricing system not only for Jakarta but also in four other key cities, as part of efforts to ease traffic congestion there.

"We will start with Medan, Jakarta, Surabaya, Bandung and Makassar," Transportation Minister Freddy Numberi said at the presidential palace on Friday.

He said one of the regulations necessary for the implementation of the electronic road pricing system — government regulation No. 23 of 2011 on the management of traffic engineering — had been issued last week.

Freddy added that more regulations would follow and regional governments would have to come up with sub-regulations to implement the law.

"We expect it to be implemented soon, in this year," Freddy said without giving a date.

However, the head of the Jakarta Transportation Office, Udar Pristono, was less optimistic, saying that the system still needed a lot of preparation and could optimistically only begin to be implemented in 2012.

He said that time would be needed to prepare for the implementation of the ERP system as specialized equipment needed to be installed first.

"Cameras are key to the ERP. We still need to wait for the legal aspects and their provision and this still needs time," he said.

To execute the scheme, electronic toll gates have to be installed on each stretch of road where the ERP would be implemented. They would communicate with devices on the dashboard of passing cars, detecting the identity of motorists' accounts and then automatically deducting fees from them.

Udar said the ERP system would be applicable in streets where currently the 3-in-1 scheme is imposed and during the same peak periods — 7 to 10 a.m. and 4:30 to 7:30 p.m.

He was referring to the system where vehicles have to have at least three people on board to be able to pass on selected main arteries during peak hours.

Officials have said that motorists would have to pay up to Rp 21,000 ($2.50) to pass through certain streets during rush hours.

Four firms have already expressed an interest in helping set up the system, including Mitsubishi Heavy Industry, which set up a similar system in Singapore and the electronic toll collection system in several Japanese cities; and IBM, which set up the London Congestion Charge and the Stockholm Congestion Tax in the British and Swedish capitals.

Udar aired optimism that the ERP would be able to reduce traffic congestion in the city with people thinking twice before using their private vehicles to go through the affected roads.

"They will certainly think twice before shelling out money to pay for this ERP," he said.

While awaiting the implementation of the ERP system, the Jakarta administration and the police are planning to soon begin the trial of a traffic restriction scheme based on vehicle registration numbers, with odd and even numbers alternated.

Udar said that although no date had yet been set for the start of the trial, it would be before the country hosts the 2011 Southeast Asian Games in November.

This gathering will also be supported by Green Peace in the line ofpromoting a greener lifestyle and to raise the ecological awareness to all Indonesian minds.

Rainbow Gatherings:
Since rainbows started they have sprung all over the earth, bringing a refreshing vision of humanity through compassion, unity, art, freedom and love. Gatherings have been going on for 35 years, and they can be said as a temporary community living tribal anarchy. The gatherings are free non commercial events, open to all peaceful people, there are no leaders, no administration and henceit's the biggest non-organization on earth that gathers all over the planet topray for world peace. We invite those inspired by this small puzzle of magic to live as a mergingtribe and find ways that we can actually achieve extending the spirit of therainbow path into a way of life, so as a result of these experiences we can manifest more intentional sustainable communities and way of living, so we can have alternatives to continue to grow in a safer.

Who:
This invite is extended to the rainbow family and to all those who wantto work towards the revitalization of our planet, artists, spiritual seekers, fellow travellers and every other lost souls. All are welcome, although since this gathering is focused on an intention and volunteer work, we hope to those coming take the time to read through our invitation so we can bring gatherings towards a different experience while work hand in hand for a small dioramic scale goal of the world.

How:
We hope that those attending seek an experience that can surpass pleasure to create a lasting compromise to a radical transformation to bring a healthier and friendlier earth. Ecologically,naturally, and in every other –ly and –ism.

How Much:
One fee that arise is the entrance fee to the camp ground, which will then be used to preserve the continouous cleanliness of the areal and to sustain the natural wildlife around the camp ground. The entrance fee itself is Rp 20.000 (more less 2 US$ ), payable on the site.

Where:
Rancaupas Camp Ground, Bandung, West Java, Indonesia.
Located about 25 Km South of Bandung, West Java with temperature range from18-23 Celsius. A 215 ha Camp ground residing around crop of Eucalyptus, Hamirung , Kurai, Kitambang and Huru trees. Close to Patenggang Lake and KawahPutih sulfur lake. We can also reach Kawah Tiga Warna (Three colours Crater) at top of the mountain.
It is also function as a sanctuary for deers. Other wildlife that can be spotted are doves, crows, Javan eagles, other birds, macaques monkeys, and jungle cats

GPS Location: S 07.09' 49.3", E 107. 24' 07.6"

Camping:
Most of the area is carpeted by grass, since it is located in a forrest area, trees and shades are scattered everywhere. Supported by a small lake to splash out the fresh water breeze. The main circle is flat and open. Camping can also take place in the jungle.

Getting here:
Main access is through a City called Bandung ,2 hours south of Jakarta. From Bandung its still 25 Km away. You can either get here from Bandung using private cars, public transportations, hitchiking, bicycle or motorbikes. In case you are planning such a voyage please let us know which direction you are coming from, so we can advise you on a convenient route. Please contact us so we can help your free accommodation exchange/sharingwhile you are staying in the city. And maybe free transportation (pick up) anyway you will arrive; Land (bus terminal), Water (harbour/port) or Air(airports).

Arranging transport:
We will try to arrange transportation using trucks if we met the quota of minimum passengers, therefore your arrival confirmation is at the utmost importance in order to organize this matter.

What to bring:
Bring your camping gear, flashlight, tarp, utensils, plate, cup, food, medicines, musical instruments, rain gear, and lotsa energy?

When you decide to join at this gathering ask yourself;
What skill do I have to share or teach? What tools or supplies can I bring? What project or workshop can I focalize? If you'd like to donate money that can be given to the "magic hat" (community fund) but, more valuable than money is your energy toward the common vision! As individuals we are limited, but united our abilities are exponentially greater!

What not to bring:
Alcohol, drugs, pets, firearms, unnecessary plastic, Fake personality,electronic gears.

PS : We are still on the hunt for artists who wants to voluntarily involved in constructing an ecological shelters made out of available woods, bamboos or any else. Tent painters. Anyone experienced in building objects outof recycled materials. Traditional musical performers. Poetry readers. Any talent performers. And more and more volunteeerrrss!!

The Jakarta City Council urged transportation officials on Thursday to review a recently imposed parking ban in the city's center following a wave of complaints from local businesses.

"We ask the Jakarta Transportation Office to review the implementation of the on-street parking ban along Jalan Gajah Mada and Jalan Hayam Wuruk, or see if it can be implemented only in certain areas at certain times," said Selamat Nurdin, head of the council's Commission B.

He spoke after meeting with businessmen, parking attendants and other employees who work in the area.

The ban began on Monday to clear parked cars along the busy thoroughfares that span Central and West Jakarta. During a one-month socialization period, cars found parked along the roads will be towed or clamped, but owners will not be fined until the month is up.

"Parked cars outside shops and restaurants along both streets take up valuable road space and causes daily congestion," said Bernhard Hutajulu, the head of traffic management at the Jakarta Transportation Office.

"On average, about 660 parked cars take up three lanes of the roads. If these lanes were freed up, we estimate traffic capacity could increase by an extra 1,800 cars an hour."

Bernhard said there were 1,355 off-street parking spaces in the area, including at buildings such as Duta Merlin, the Pelni office, Gajah Mada Plaza, Hayam Wuruk Plaza, Lindeteves Trade Center and Hotel Grand Paragon that were safer than parking by the side of the road.

However, local businessmen suggested during the council meeting that there was a hidden agenda behind the policy.

"I am sure there is a mafia who wants to take control of the Gajah Mada area, and they want to buy our land at a cheap price and the city is taking their side," said Lieus Sungkharisma, a shop owner on Gajah Mada.

Willy Rentamzil, another Gajah Mada businessman, said that not long after the ban began, an individual visited him offering to buy his land for a cheap price, citing the decline in customers.

"The on-street parking ban is obviously not just to manage Gajah Mada's traffic," Willy said.

Lieus claimed the barely week-old ban had already made a big impact on local businesses and the livelihood of people working in the area.

"For people like me, businessmen, we will probably still be OK if we lose our income in Gajah Mada. What about our employees, the parking attendants and street vendors?" he said.

The administration has promised that 160 affected street parking attendants in the area will be moved elsewhere.

Tatak Suwita, who owns a paint shop on Gajah Mada, said the ban was unfairly penalizing businesses in the area when they were not the cause of the traffic.

"If we're talking about on-street parking causing heavy traffic on Jalan Gajah Mada, the Jakarta Transportation Office needs to see where it happens most of the time," he said.

"It happens usually in front of the Central Jakarta District Court, and most of the court's visitors double-park. Most of the shoppers, meanwhile, don't park a long time. They just come and go quickly."

Aca Sugandhy, an urban planning expert at the University of Indonesia, agreed with the city administration, saying the ban on on-street parking was a step in the right direction.

H e said the city still needed to come up with a longer-term plan to effectively reduce traffic congestion in the area.

"The administration needs to make a long-term traffic plan to reduce the heavy traffic along Jalan Gajah Mada and Jalan Hayam Wuruk because there will be more cars in the near future," he said.

Hendry Syafrullah, Senior Marketing Manager Philips Lighting mengatakan, LED juga tidak menggunakan bahan mengandung merkuri dan tidak panas sehingga aman bagi orang tua dan anak-anak.


"Artinya, menyatukan antara kebutuhan estetika dan hemat energi sudah bukan lagi masalah saat ini," kata Hendry pada temu media "See What Light Can Do" di sela pameran Indonesia Building Materials & Technology Expo di JCC, Jakarta, Rabu (22/6/2011).


Dari berbagai sudut pandang, lanjut Hendry, LED saat ini terbilang lebih unggul meskipun harganya lebih mahal. Dari sisi ekonomi, lampu jenis ini mampu menghemat listrik sampai 80 % sehingga sangat hemat uang untuk membayar. Sementara dari sisi lingkungan, LED jelas mengurangi radiasi seperti yang ditimbulkan oleh lampu Bohlam CFL biasa.

"Dan, tentu saja, dari sisi kesehatan dan kenyamanan, cahaya lampu LED ini tidak menimbulkan keperihan mata karena daya silaunya begitu rendah.


Keunggulan

Selain menerapkan teknologi terkini, LED juga punya beragam keunggulan dibandingkan penggunaan lampu Bohlam CFL biasa. Keunggulan itu terutama dalam hemat energi, ramah lingkungan, serta tidak silau (ramah mata). Meskipun belum tercatat angka pastinya, keunggulan-keunggulan ini kemungkinan akan semakin menggeser pemakaian lampu Bohlam CFL biasa.


Dengan penggunaan bahan semikonduktor, LED tidak memasok energi begitu besar ketimbang Bohlam CFL biasa. Berbicara kualitas pencahayaan juga begitu, karena Daya 9 Watt lampu LED ini hampir setara daya 60 Watt lampu Bohlam CFL biasa. Walhasil, kocek tidak akan kebablasan ketika harus membayar listrik di kantor PLN. Dibandingkan lampu Bohlam CFL biasa, keunggulan lain LED adalah rendahnya radiasi yang kerap muncul saat posisi mata dan lampu terlalu dekat. Ini terjadi, karena LED berbahan semikonduktor. Dengan tingkat silau yang juga lebih rendah, mata menjadi tidak perih.
